Organizational Risks & Mitigation Methods Essay

As per our discussion last week I’ve prepared this memo that outlines the risks that CWTI faces and methods of mitigation for those risks. The goal of this exercise is to have a starting point for establishing a risk management process within CWTI. Below I’ve identified risks and provided suggested methods of mitigation for each. I’d like to point out that while most of these risks have more than one potential mitigation method, I chose to present the method I believe would be most successful for CWTI. 1.)Risk of fluctuation in foreign exchange rates –USD receivables Mitigate using control method ie. forward contracts, hedging etc. 2.)Risk of fluctuation in interest rates – USD loan Mitigate using control method ie. forward contracts, hedging etc. 3.)Risk of supply shortage/delay due to truck breakdowns Mitigate using diversification ie. Have alternative options of transportation readily available 4.)Risk of losing major customer Mitigate using diversification ie. Try to gain other customers in need of timber 5.)Risk of losing timber licenses Mitigate using control technique ie. Establish strong internal controls regarding the requirement to clear and replant and ensure to measure controls. 6.)Risk of non-compliance with national stock exchange requirements Mitigate using control technique ie. Establish strong internal controls regarding compliance requirements for stock exchange. 7.)Risk of inventory shrinkage due to theft, damage Mitigate using sharing/transferring technique ie. Purchase insurance for buildup of inventory 8.)Risk of supply delay if sawmill equipment goes down, staff turnover/lack of skilled staff Mitigate using diversification technique ie. Have alternative options of production in the event either of these occur 9.)Risk of delay/damage/lost shipment to overseas market Mitigate using sharing/transferring technique ie. Purchase additional insurance that would cover this 10.) Risk of timber market/supply – what if something happens to forest? Fire, bug infestation Mitigate using diversification ie. Find other supplies of timber 11.) Risk of reputation – environmental groups if CWTI doesn’t live up to the clearing/replanting requirement Mitigate using control ie. Establish strong internal controls to ensure all clearing/replanting requirements are being fulfilled. 12.) Risk of not meeting financial obligations due to delayed/infrequent receivables – CWTI operates year round but majority of payment only gets received around December & January (based on 60/90 day terms) Mitigate using diversification ie. Find more new customers that require timber throughout the year to balance the cash flow. We can further discuss other mitigation methods should you please. I look forward to your feedback.

Introduction to the Module This 30 credit module covers four key areas. The organisational context: This module allows students to explore the organisational context and will furnish students with tools to analyse the organisational environment and the degree of dynamism and complexity in which organisations operate. Students will be encouraged to examine organisational responses to environmental turbulence. The development and impact of organisational culture will also be assessed. Organisation structures and approaches to management: Students will analyse the changes to organisational structure and architecture and the evolution from self-contained structures to boundaryless organisations. Approaches to management from scientific management to postmodern organisations will be evaluated and the way groups and teams are formed and structured. Motivation will also be examined as a motivated workforce can be a sign of a successful organisation and students will be encouraged to reflect critically on theories of motivation and apply them to real life situations and case study scenarios. Management processes: Intensified competition, technological innovation and increased knowledge intensity has resulted in a pattern of ‘repeat change’. The results of change programmes are often disappointing and students will examine the triggers for change, why change is resisted and organisations’ approaches to change management. This module will also investigate the difference between leadership and management and critically evaluate classical and contemporary approaches to leadership theory and the role power and politics play in organisational life. Individuals in the organisation: This part of the module focuses on individual differences. The ability to learn, and to continue learning, for individuals and organisations, is crucial in the 21st century. Students will be introduced to a number of learning theories which affect management practices and will have an overview of the learning organisation. Students will examine the role that personality and perception play in shaping and directing our own and other people’s behaviour. The role of communication will also be investigated as communication affects organisation performance and also individual career prospects. Students will therefore be equipped with a robust intellectual framework for analysing and understanding the past, present and future influences on their own thinking, attitudes, values and behaviours and to reflect on how these might impact their effectiveness and performance in practice. In accordance with the Student Charter, you are expected to arrive on time and take an active part in all your timetabled classes. If you are unable to attend a class for a valid reason (eg: illness), please contact your Module Tutors. Anglia Ruskin will closely monitor the attendance of all students and will contact you by e-mail if you have been absent without notice for two weeks. Continued absence can result in the termination of your registration as you will be considered to have withdrawn from your studies. All coursework assignments and other forms of assessment must be submitted by the published deadline which is detailed above. It is your responsibility to know when work is due to be submitted – ignorance of the deadline date will not be accepted as a reason for late or non-submission. Biogenta is a world-leading business, producing crop-protection products (herbicides, fungicides and insecticides). It currently employs 15,000 employees in over 80 countries and has manufacturing facilities in 10 countries. It is organised into four major functional areas: Research and Development, Manufacturing, Sales and Marketing and, finally, Support (covering financial services, human resources and legal services). Jane Morgan, the Chief Executive Officer of Biogenta, is a strong role model for her staff and has developed a mission and a set of values based on extensive consultation with Biogenta’s stakeholders. Biogenta’s mission is to be the most trusted provider of crop-protection products in the world and their values include: Be adventurous, creative and open-minded Pursue growth and learning Be passionate and determined Build open and honest relationships Create fun These values have been embedded in the culture of the organisation. Jane is deeply respected and many of her staff have even called her inspirational. She is very motivational and communicates high expectations of all staff. Her aim has always been to empower her staff and to stimulate staff to be  creative and innovation so that they try novel approaches and develop ground-breaking new products. Biogenta is committed to innovation and sees this as a major strength. It has a strong focus on recruiting extremely able and highly motivated employees. It is also committed to investing heavily in their development. As well as recruiting highly educated staff, many of whom are educated to doctorate level, the company offers numerous in-house training courses covering both technical and personal development issues. As a global organisation Biogenta wants to recruit the brightest and the best from all over the world. In Cambridge, alone, one of its four research and development ‘hubs’, it employs people of 20 different nationalities. It offers generous support to employees who want to further their education and training by paying fees and giving time off to attend courses. It also offers generous perks, such as opportunities for sabbaticals or gap years and subsidising gym membership. Office environments and even factories are designed to be light, pleasant places to work, with the company sponsoring a large amount of art work and landscaping to enhance the environment. It is also a major sponsor of a number of exhibitions and museums around the world with a ‘biological science’ theme. Staff are encouraged to contribute to community work, and the company sponsors a number of projects working with schools in a number of countries on biological science projects. Although Biogenta has a traditional structure, as would be expected of an organisation of this size, Jane believes that structures, job titles and power can put barriers up between people and inhibit innovation and performance. She believes it is far more effective to put her faith in people and in teamwork and there is minimal hierarchy. Although almost all employees work in one of the four functional areas mentioned above, the organisation also promotes cross-functional working in project teams, some of which are virtual teams. Project working is seen as essential to achieving constant product improvement and innovation. These teams can be large or small, short term or fairly long in duration. It recognizes that getting people from different functions to work effectively together can be a challenge and it has a number of ways of trying to minimise these, including the use of technology. Many of the support staff have at least undergraduate degrees in science subjects. For example Jacqueline Baryomunsi works in the marketing team but she has a degree in Biology, although she was later sponsored by Biogenta to do an MBA. Although originally based in Cambridge, she was recently posted to a nine month international assignment in South Africa where she worked on a project to develop a new herbicide, working with a team of four others. This included Jonathan Etherington, who has a PhD in chemistry from the USA and has been working on production in one of Biogenta’s manufacturing bases in Italy until recently. The other team members included two people from Biogenta’s research and development function (both based in South Africa) and the team was led by Kathryn Tate, originally from Australia, who has a PhD in molecular biology and is based within Biogenta’s support function as an IT specialist. This project involved long working hours but Kathryn Tate also made sure the team had time for some fun: team members spent quite a lot of time together outside work, even, on one occasion managing to go shark-fishing as well as regularly sampling the night life of Durban. (This is a fictional case study.) Case Study Two OUTBACK INC. Setting Tourism is a strong contributor to Australia’s economy, with over a half million people employed in the sector, and tourism spending reaching over $85 billion a year. The country promotes its beautiful landscapes, Aboriginal art and cultures, coastal lifestyles and the outback as the main attractions for visitors. Australia’s top five international tourism markets are New Zealand, the UK, Japan, the USA and China. Visitor numbers from China and India have grown strongly, while the number of Japanese and Korean tourists has declined in the last few years. China is now Australia’s fifth largest international tourism market, brining it into second place with New Zealand, and this is set to grow over the next decade. However, Australia’s share of global tourism continues to drop, with a decrease of 14 per cent between 1995 and 2008. Since its peak in 2001, it has also declined as a proportion of Australia’s gross domestic product. The Australian tourism industry continues to struggle from the effects of a series of crises, starting with a pilot strikes in 1989 and the worldwide economic outfalls of the Iraq War and the SARS outbreak. More recently, after four strike free years at Qantas, there has been a bitter pay dispute which closed the airline down in October this year. Qantas passengers could face further delays and cancellations after one of the unions locked in a wage dispute threatened more strikes and legal action if the airline did not improve its pay offer. Skilled staff shortages are also contributing to Australia’s tourism industry troubles, with an estimated 42,000 employees needed by 2015. Outback Inc Established in the early 1990s, Outback is an adventure-based tour company located in Sydney, Australia. The company offers a variety of services, including guided tours, accommodation and meals, to those wishing to visit remote and regional areas of Australia. Outback’s comprehensive packages of services have traditionally appealed to travellers from all over the world, particularly visitors from Japan, who typically make up over 80 per cent of their client base, but its product offering has not been updated for a number of years. Profitability has now been on a downward trend for some time and there is no clear vision or detailed strategy to move the company forward. Despite increased marketing efforts aimed at the general Asian market, the company has seen a decrease in bookings from its traditionally reliable Japanese sector. The poor exchange rate has negatively affected tourist numbers from the U. K. and Outback has yet to attract new clients from China or other Asian countries experiencing more favourable economic conditions. Although Outback grew from a small, family-owned business in the early 1990s to a moderately sized company with sales of several million dollars a year, it still retains its original functional organisational structure. Its Chief Executive Officer is a son of the original founder and his autocratic style of leadership, although dressed up in paternalism, has meant that he is not prepared to listen to staff members, particularly those at the lower end of the hierarchy. Outback’s managers, typically members of the company’s founding family, head up the various departments, which are structured around traditional functions such as marketing, finance and human resources. In order to satisfy the needs of family members, there are a number of hierarchical levels within the organisation which often negatively affects the organisation. There is limited teamwork and virtually no cross-functional working with each of the functions operating in a silo. At times this has resulted in a poor service to clients where their expectations have not been met, and the company has recently received some bad press in the Asian tourist magazines and newspapers. Although this is an adventure-based tour company, it is not a fun place to work and the culture and leadership style stifle creativity. As with most organisations in the hospitality field, the Outback management uses a traditional leadership style, with decisions made at the top levels of management and communicated downwards. The majority of Outback’s employees are young, highly motivated and eager for learning opportunities, but the company struggles to regain them, facing a turnover rate higher than even what is expected in an industry with a notorious turnover culture. Although the company does have its own website, management has been hesitant to move away from using standard travel agencies for their client booking purposes, which is relatively costly. Many of the younger staff have ideas on how to improve the product range, the service offered to clients and how to target the all important Asian market, but have given up voicing their ideas as these have not been listened to in the past and they are concerned about being blamed for the rise in client complaints. (This is a fictional case study which has been adapted from Bratton et al. , 2010) Specific assessment criteria for assignment one 70% + Extensive knowledge and understanding surrounding organisations and management is evident. A deep level of critical analysis has been provided throughout with coherent and convincing arguments made. Theory and practice (case studies) have been integrated convincingly. Analysis is supported by extensive reading (academic texts and journal articles). Conclusion is convincing, relevant and holistic. Written expression and referencing are excellent resulting in a credible assignment which is well-structured, concise and demonstrates clarity of thought. 60 – 69% Good knowledge and understanding surrounding organisations and management is evident. A good level of critical analysis is demonstrated and arguments are clear and structured. Theory and practice (case studies) have been integrated well. Analysis is supported by significant background reading (academic texts and journals). Conclusion summarises the key issues convincingly. Good referencing with consistent citation and listing. Written expression is good resulting in an assignment which is well-structured, clear and concise. 50 – 59% Sound knowledge and understanding surrounding organisations and management is evident. Generally good analysis is demonstrated and arguments are clear and structured. Theory and practice (case studies) have been integrated. Analysis is supported by background reading (academic texts). A satisfactory conclusion is included. An appropriate structure is used and style of writing is satisfactory. Referencing is to satisfactory standard. 40 – 49% Some knowledge and understanding surrounding organisations and management is evident. The assignment is more descriptive than analytical, but arguments are sufficiently identifiable and free of obvious contradiction. Limited integration of theory and practice (case studies). Limited background reading from academic sources to support the work. Conclusion is drawn, but not all key issues are included. The assignment is adequately referenced with an appropriate structure. Written expression is satisfactory, but there are weaknesses in the presentation. Fail – 39% and below Very limited knowledge and understanding surrounding organisations and management is evident. The assignment is very descriptive with poor application of relevant theories, concepts and models. Minimal evidence of further reading. No or limited conclusion. The report is weakly referenced and the structure is inadequate. Written expression is poor resulting in an assignment which lacks clarity. Overall the task is poorly presented and argued and does not achieve an adequate standard. The ideas are well structured, balanced, and clear and concise 50-59% Sound knowledge and understanding of the literature is evident. Generally good application has been achieved with the literature and examples of practice. There is evidence of insight and thought throughout the arguments made and the findings presented. Analysis is supported by background reading. Written expression and referencing is of a satisfactory standard. The ideas are fairly well structured, and clear and concise. 40-49% Some knowledge and understanding of the literature is evident. Generally the work is more descriptive than applied. This suggested that even females were sometimes recruited for the military in place of their male family members, though merely for cooking duties as they were seen as incapable of fighting battles alongside men. Another example from The Old Man of Xinfeng with the Broken Arm indicated something similar, where the mentioned man broke his arm so that he would be deemed unfit for military service. All these evidences from the document revealed the nature of peasant lives during Tang and Song period. Hierarchies ensured a successful dynasty, though political hierarchy is also a sign of unequal distribution of possessions. The different stages allowed distinction in the types of benefits given. In this sense possibly, this separated the upper class such as the emperor, governmental officials and aristocrats from the lower class peasants and slaves. In addition, people of higher status were portrayed to be at an advantage wealthy and powerful without working as hard. The poem The Old Man of Xinfeng with the Broken Arm briefly mentioned the position of a Prime Minister, probably an indication of a higher status compared to the governmental officials that moved from posting to posting. Likewise, officials of higher status often treated the peasants harshly while they could only do their best to please the officials. Such situations were often seen when officials took on jobs from one place to another for tax collection or army recruit. Social hierarchy compared the status of male and female as well as the role they play according to wealth. Monks during Tang dynasty were generally of higher status; hence, they owned more than the peasants. Consequently, peasants borrowed materials they were short of, from monks like what the legal document Fan Huaidong Borrows a Piece of Silk recorded. During ancient China, men were of superior status compared to women. As men worked as farmers outside of their home, women took responsibilities of caring for the children and looking after the house, not to mention cooking for the men as demonstrated in Watching the Wheat-Reapers. Therefore, hierarchies, be it political or social, were very influential of the lives during ancient times. The economy was an important aspect in determining the state in which the empire stood. Though both Tang and Song dynasties were wealthy, there were significant changes in terms of economic transactions. The first major shift which was also the most influential would be the change from paying taxes in the form of grains and silk; during Tang period, to payment in the form of cash throughout Song period as indicated in a Tang poem, Lament of a Woman Acorn-Gatherer and a Song poem, Lament of the Farm Wife of Wu respectively. This transformation was important in shaping the new economy of Song Empire as it led to the widespread use of money and this use of cash to replace trading of goods allowed for easier economic transactions, perhaps simplifying the trade process. One example from Tang legal document, Fan Huaidong Borrows a Piece of Silk, depicted an unfair transaction between a peasant family and a monk where they paid an interest of high value while still having to return the silk cloth within a fixed period of time. If they were unable to return the piece of silk cloth, they would be charged a high monthly interest, while an untitled Song poem mentioned a plan to sell raw silk at the Western Gate. These sustained the idea that unlike Tang period, peasants were no longer required to make silk cloth from raw silk because instead of trading the silk cloth for something that they needed, they were able to sell raw silk for cash. These examples suggested how the innovation of cash might help reduce the incidence of unfair trade because the monetary system would most probably lead to a standardization, which was an improvement seen during Song period. Family ties take away much trouble off families by providing support and helping hands. This was what peasants needed most as family can be a form of social support especially during the hard times when produce was difficult to come by. As peasants depended largely on agriculture to support themselves, they had to put in a lot of effort in producing grains and silk. Therefore, they need the help of family members to lighten their burden. The poem Watching the Wheat-Reapers claimed that as chores doubled up, works were divided among the family members and this ensured efficiency. Often times when waiting for the fields to ripen, the peasant families would camp by the field and look after the field. During this time, peasant families could really use some help from each other. Lament of the Farm Wife of Wu is one poem that showed the cooperation between the husband and wife in lightening their farming tasks. Family members were also bounded to a transaction deal, as shown in a legal do cument. All these come to show the importance of family ties among the peasants in helping each other during desperate times. The set of Tang poems written via observations can serve as examples to demonstrate the accuracy of referring to Tang dynasty as the Golden Age for China. The foremost evidence extracted from the poem, The Old Man of Xinfeng with the Broken Arm maintained the absence of war or strife for a period of time as an indication of peace. It was also during this time, music and poetry flourished. It illustrated the increasing appreciation for music and poetry where people were able to enjoy singing and dancing. This would most likely also point toward the idea that education was more achievable, enabling composition of music and poetry. Another reason could perhaps be the fact that Tang dynasty was a large empire, conquering a lot of places. Also, the existence of a Buddhist monk Li sustained the proposal that Buddhism was practiced a lot more compared to other dynasties before Tang, though Confucianism was probably still playing a major role. Buckley / Ericsson :: essays research papers

Buckley / Ericsson   Ã‚  Ã‚  Ã‚  Ã‚  In their essays both Buckley and Ericsson analyze the different ways we use lies to help and hurt our self in our every day lives, and how this effects American culture. Ericsson shows the way lies can , as she puts it, â€Å" lubricate the daily machinery of living†(128). Buckley, on the other hand uses examples of lies as a way to deny himself; and do exactly the opposite of Ericsson. But they both show how we as Americans use lies these ways and others so much that most of us may not realize it.   Ã‚  Ã‚  Ã‚  Ã‚  Ericsson’s essay was obviously about The Ways We Lie, mostly about the way we lie to other people to make their or your own life easier. Buckley’s essay is not so obviously about lying, but if you read deeper into the text you can see how Buckley makes his life harder by lying to himself. When Ericsson is describing the white lie; she use the example of a friend telling another friend she looks good when the truth is she doesn’t. This is exactly how we use lies to lubricate daily living, we avoid confrontation. â€Å" The liar deciding what is best for the lied to† (Ericsson 121). When Buckley describes the amount of discomfort he endured from the heat on the train, he imagines what would happen to the conductor in an age of more violence. â€Å"The passengers would seize the conductor and strap him down on a seat over the radiator to share the fate of his patrons† (64). He has strong feelings toward the conductor, because someth ing has not already been done. When the conductor approaches Buckley; he has intensions of making the conductor aware of the problem, but the simple stare of his neighbor drives him to ignore the plain facts. Even though Buckley notices, â€Å"the car was flecked with the white shirts of the passengers†; he uses the stare as a way to dilute the truth into believing that his idea of turning the heat down would not be the consensus of the rest of the car (64).   Ã‚  Ã‚  Ã‚  Ã‚  The way lies have become a part of are daily life as Americans, and the way this has effected our culture is what both Ericsson and Buckley express in their essays. I think Buckley clearly stated his essay’s purpose when he said, â€Å" what has happened to the American people.

Life in Outer Space †Lets explore Essay

Life in outer space is one of those topics mankind has tried to find an answer for through out its entire history. But the question still remains unanswered, mysteries unsolved. The vast space is one of the most mysterious and undiscovered mysteries man kind had ever thought of and the question is will it ever be solved Unlimited discoveries and mysteries lie uncovered within them. Over the years, we, as human beings have constantly been challenging and pushing our limits by venturing into space and beyond. But what I believe is, the only proof we have; that some smart creatures exist in outer space. That they have never tried to contact us dumb human beings, The proof isn’t too attractive. Personally speaking about life in outer space, I think most of this is all stupid and great money is pushed into all this research which bears not much evidence of aliens up there. giving some way to second thought, even if someone convinces me there is life on the moon which I know there isnt, because some kind of an atmosphere is essential for life to exist which isnt present. NASA talks about finding seas on our moon, mars, and the moon of Jupiter, but is it still proven or a stationary cloud of dust close to the surface of the moon or mars looks like a sea to these man made picture taking satellites. Then this question arises of why is it all there? The space, the moon the sun, the planets, every thing out there why is it present? The gods werent crazy when all this was made or the big bang theory isnt totally wrong. There is a meaning to all of this, to all the planets, the natural satellites and all which is up there but the true meaning hasnt been found yet. We all think from different minds and have different perspectives. Its all  what we think it is. If I think that mars has strange creatures with one eye and ten hands living on it, its totally fine. You may not agree with me, you may think mars doesnt have shit, its Jupiter which assists aliens of some different specie living on it. So you see its all as you want it. In science that is called Ocidebtal thinking, â€Å"Some actual facts, presented to you in a convincing way, now no one can convince you otherwise† Mind & body, 1999thinking about all of, which goes on in the space fascinated me once too, but when I think of disasters happening to our astronauts and for one, example Kalpana Chawlas space ship which was blown to pieces due to some miscalculation and a human error, who will be held responsible for that, you, me us or poor aliens which dont even exist. So in the end of all my arguments and all the worthless theory people present what I will say is, being human beings which are supposed to be the smartest beings on the entire universe. Topography – The coastal region, extending about 16–48 km (10–30 mi) inland, consists of sand dunes, flat pasture land, and polders (land reclaimed from the sea and protected by dikes), and attains a maximum of 15 m (50 ft) above sea level. Eastward, this region gradually gives way to a gently rolling central plain, whose many fertile valleys are irrigated by an extensive network of canals and waterways. Altitudes in this region are about 60–180 m (200– 600 ft). The Ardennes, a heavily wooded plateau, is located in southeast Belgium and continues into France. Dynamics of the family . parental roles – parents in Belgium sent their children to preschool programs so that they could learn to become more independent and socially adept. Most Belgian children over age 2 attend these state-funded programs full-time. Belgian parents listed smaller classes and more physical education and music as desirable improvements. 2. Marriage and Courtship – Long marriage engagements are common, as is living together before or instead of marriage. Only civil marriages are legal, but many couples also have a religious ceremony. As you declare your wedding in Belgium, the first thing that you must do is to print two wedding invitations, one from the groom's family and the other from the bride's family. The invitations are a symbol of the union of the two families as well as the beginning of the new union. Following the ancient Belgium tradition the bride must walk up the isle to hand her mother a single flower which is followed by an embracing. After your marriage is over the bride presents the groom's mother a single flower and then the two of them embrace. This symbolizes the bride's acceptance of her new â€Å"mother† which is simply fantastic. Another noteworthy wedding feature in Belgium is that the bride must carry a specially embroidered handkerchief with her name on it. This is required as after your marriage celebration is over this handkerchief is framed and hung on the wall in a place of honor. There is more to add to this tradition. This very handkerchief is passed on to the next female member of the bride's family when she plans to get married. iv. Female/Male Roles – Fathers are ultimate decision makers. The structure of the educational system consists of pre school (3-6 years); six years of primary school and six years of secondary school. Belgium has two systems of education: the state system and the private (mostly Catholic) system. Education is free in both of these systems, and the curriculum is the same. There are four types of education: †¢General Secondary Education (ASO): general education; mostly theoretical that prepares students for higher education. †¢Art Secondary Education (KSO): Along with general subjects, students take visual arts, music, dance, drama, etc. A previous knowledge of the subject is required. †¢Professional Secondary Education (BSO): in this category students may choose from a selection of courses such a hairdressing, car mechanics, and sewing, among others. Students completing the 12th year level receive certificate of higher secondary education. This diploma is sufficient for higher specialized study: interpreting, architecture, technical engineering, pedagogy, etc. Only 16 17% of Belgian students graduate at this level. Education is considered very important in Belgium. Therefore standard are high and students take school very seriously. At Christmas and Easter schools are closed for two weeks. Special Taxes – Expatriates in Belgium are generally regarded as Belgian tax residents and are therefore subject to Belgian income tax on their worldwide income. However, the Belgian authorities have encouraged multinationals to transfer foreign executives to Belgium by introducing special tax concessions to non-Belgians who are ‘temporarily’ working in the country. The tax concessions allow such expatriates to be treated as non-residents for tax purposes. The concessions do not apply to inheritance tax. To qualify for these special concessions, a number of factors are considered e. g. ‘does the employment contract specify a limited time? ’, ‘has the expatriate’s family moved? ’, ‘is the expatriate’s centre of economic and/or personal interest in Belgium? ’, ‘is the employment with a qualifying entity? ’. Under the special concessions: Only Belgian sourced income is taxable, including property income and dividend income, although total world-wide, earned income must be declared. Municipal taxes are payable at 7% of total income tax payable. There is no capital gains tax, except for certain types of sale of Belgian property. Expatriates who benefit from the non-residents special tax regime cannot invoke double taxation agreements because they only apply for the benefit of Belgian residents. 5. Role of Local Government – Each of the provinces has a council of 50 to 90 members elected for four-year terms by direct suffrage and empowered to legislate in matters of local concern. A governor, appointed by the king, is the highest executive officer in each province. There are 589 communes. Each municipality has a town council elected for a six-year term. The council elects an executive body called the board of aldermen. The head of the municipality is the burgomaster, who is appointed by the sovereign upon nomination by the town council. Recently, the number of municipalities has been greatly reduced through consolidation. vii. Legal System 1. Organization of judiciary system – The judiciary is an independent branch of government on an equal footing with the legislative and the executive branches. The highest courts are five civil and criminal courts of appeal and the supreme Court of Cassation. The latter's function is to verify that the law has been properly applied and interpreted. The high numbers of Flemish names in the south and Walloon names in the north indicate long time internal mobility. In the last hundred years the most important immigrant groups were Jews who form a sizable community in Antwerp; Poles, who came in the early 1930s and after the fall of communism; Italians (in the 1930s and 1950s); and North Africans and Turks, who arrived in the 1960s. There are many recent immigrants from other countries in the European Union as well as many expatriates working in or around European Union institutions and NATO headquarters. The percentage of noncitizens in the population is high at 15 percent nationally and 28 percent in Brussels. ix. Business customs and practices- Relationships & Communication. Although third-party introductions are not necessary, they often smooth the way. .  Regardless of how you are introduced, you must always be polite and well mannered. .  Belgians are careful and prudent so take time before they trust others, be they individuals or representatives of companies. .  Business dealings tend to be bureaucratic. There are many procedures and a great deal of paperwork.   Belgians are excellent linguists and many are sufficiently fluent to conduct meetings in English. .  Belgians prefer subtlety to directness, believing that subtlety is a reflection of intelligence. .  Although they are more direct in their communication than many cultures, if a response is too direct it may be seen as simplistic. .  They prefer communication to be logical and based on reason . Belgians of ten engage in long, critical discussions before reaching a decision so that they can be certain that they have considered all the alternatives.   They believe it is rude to be confrontational. Business Cards .  Business cards are exchanged without formal ritual. .  Have one side of your business card translated into French or Dutch. This shows respect and understanding of the linguistic heritage of your colleagues.   If you have meetings in both areas, have two sets of business cards printed, and be careful to use the proper ones. .  Present your business card so the recipient can read the side with their national language. V. Religion and Aesthetics a. Religion and other belief systems i. Orthodox doctrines and structures – Catholicism is the main religious faith. The government financially supports the Catholic and Protestant churches as well as the Jewish and Muslim faiths. Religious beliefs and practice declined during the twentieth century, but approximately 65 percent of Belgians believe in God. Many people who say they do not believe in God take part in religious rituals for major events such as baptisms, weddings, and funerals. Minority faiths include Muslims, Jews, and Protestants. ii. Visual Arts – The golden age of graphic arts lasted from the fourteenth century to the seventeenth century and was embodied mostly in painting. The Flemish Primitives school of painting (fourteenth and fifteenth centuries) made the region the main artistic center of Europe outside of Italy. Artists such as Jan Van Eyck (1395–1441) and Rogier Van Der Weyden (1400–1464) were interested in spatial composition and psychology and rendered the colors and textures of living and material objects with realism. The main artistic figure of the next century was Pieter Breughel the Elder (1525–1569), with his lively paintings of peasant life. Pieter Paul Rubens (1577–1640) was the most famous painter of his time, receiving commissions from European sovereigns. His main focus was on the human figure. Rubens influenced Anthony Van Dyk (1599–1641) and Jacob Jordaens (1593–1678). The graphic arts declined until the late nineteenth century, when James Ensor and Rene Magritte (in the twentieth century) revived the avant-garde. The most innovative works of living artists can be seen in contemporary art museums in Antwerp and Ghent. ii. Music – Classical, Blues and Jazz, Folk, Pop and Rock iii. Performing arts – The Franco-Flemish style dominated European music in the fifteenth and sixteenth centuries, with composers such as Josquin des Prez and Orlando di Lasso. In the twentieth century, the most famous Belgian musician was the singer Jacques Brel. Several living classical composers are active. The harmonica player Toots Thielemans is the most famous jazz musician. The Blindman Kwartet combines jazz, pop, and classical music. The presence in Brussels between 1959 and 1987 of the French choreographer Maurice Bejart stimulated a new generation of choreographers. The main theatrical centers are De Singel in Antwerp and the Kaai Teater in Brussels. Several theaters and orchestras are supported by the government. iv. Folklore and relevant symbols – The calotte (plural calottes, French from Provencal calota or Italian callotta), is a skullcap worn by students at catholic universities in Belgium. In the front of the calotte are stripes representing the Belgium flag (black, yellow and red) and stripes representing the colors of the city or the university where the calotte has been received. At the back of the calotte, the faculty of the student is represented by a color and a symbol, with if needed an additional symbol to determine the speciality. Golden stars around the calotte represent the number of years that the student has studied successfully (if a year has to be retaken, a silver star will represent it). In addition to that, a number of official and personal pins will be added to the calotte, all representing something about its owner examples include: †¢ Official position in a student organisation (above the considered year's star) Hobbies and occupations (cardplayer, partyer†¦ ) †¢ Character (patriot, lazy†¦ ) the meaning of the calotte has evolved, but whatever the theories may be on its origins, the calotte is mainly a sign that indicates the student's belonging to a group. The student is also able to express his individuality by wearing several insignia on the calotte that will reflect their academic curriculum, their personal interests and even their character. VI. Living Conditions a. Diet and Nutrition i. Meat and vegetable consumption rates – Bread and potatoes are the traditional staple foods. Most meals include, pork, chicken, or beef, and Seafood is popular in the northern part of the country. The national drink is beer, but wine is imported in large quantities. In northern cities, popular dishes include mussels with fries and waterzooi a broth of vegetables and meat or fish. Throughout the country, French fries are eaten with steaks or minced raw meat. Cooking is traditionally done with butter rather than oil; there is also a high consumption of dairy products. ii. Typical Meals – Traditionally, the noon meal is the main meal of the day: businessmen take a two-hour break and most children come home from school. This is the meal that begins with soup or hors d'oeuvres, then a hearty meat or fish dish with potatoes, followed by a separate course of salad or cooked vegetables. Frequently the meat is carved in the kitchen and the platter garnished with seasonal [pic]vegetables. It is interesting to note that [pic]vegetables and salads are almost a social status symbol – the higher the level, the more [pic]vegetables and salads are used. For most families, however, potatoes are the only vegetable requirement. A dessert for dinner would be fruit and cheese, a tart or pudding. Wine or beer is usually served as well iii. Types of housing available – While property in Belgium is cheap by UK standards, the various fees, charges and deposits a ssociated with buying a house and securing a mortgage are likely to discourage all but the most determined buyers. National Dress – Belgians, especially those in the cities, wear modern Western-style clothes. The ethnic costumes of the Flemings and Walloons are seldom worn today. Belgians also participate in and watch soccer, and there are many regional teams. Other sports popular in Belgium include tennis, horseback riding, hiking, and skiing. Belgians also enjoy the popular European sport of sand sailing. A sort of minicar with sails called a â€Å"sand yacht† is driven along the coast, powered by the wind. Also popular, especially in Wallonia, is pigeon racing. As many as 100,000 pigeons may be entered in a single race. Like many other Europeans, Belgians are avid soccer fans. There are over sixty teams in the national league. Concerts and theater are popular evening pastimes in the cities, and Brussels also has opera, ballet, and cafe cabarets (restaurants with musical entertainment such as singing and dancing). ii. Percentage of income spent on such activities – 9. 5% e. Social Security – Belgium has a comprehensive system of social security, which applies to all residents. It covers family benefits, unemployment insurance, work accident insurance, health care, old age and invalidity pensions, and long-term care insurance. Belgium takes great pride in its benefits systems and the quality of its social security services, although the high cost of providing those services and benefits (employer contributions of up to 40 per cent plus employee contributions of up to 20 per cent of gross pay) has recently prompted the government to consider changes to the social security system in an attempt to encourage individuals to assume greater responsibility for the costs of retirement, disability and even health care. . HealthCare – Health insurance is mandatory in Belgium, and basic cover is generally provided by the national social security system. Contributions are paid by both employers and employees, and most forms of public assistance (unemployment benefit, old age pensions, certain forms of sickness and maternity benefits) are paid net of withholdings for health insurance, the benefit authority effectively paying the employer contributions. Foreigners coming to live in Belgium without working (e. . retirees and the ‘idle’ rich) must generally produce proof of health insurance in order to obtain a residence permit. There are special health insurance plans, valid in a number of countries, designed specifically for the needs of expatriates and those who travel frequently. If you qualify for ‘non-resident’ tax status, you may not be required to contribute to national social security, in which case you will probably be covered by your employer’s health care plan. (You should check! All employees and self-employed people in Belgium must contribute to a health insurance fund ( mutualite/ziekenfonds) as part of the normal social security enrolment process. Some funds are restricted to members of various religious, political or professional organisations for historic reasons, but most are open to all. Your employer should be able to provide you with information about available funds, and you should ask neighbours or colleagues for recommendations. All funds charge the same basic contribution and pay similar benefits, but some take longer than others to make reimbursements. Health insurance contributions are made by your employer directly to your chosen fund. These amount to 7. 35 per cent of your gross salary, of which 3. 55 per cent is withheld from your pay and the remaining 3. 8 per cent contributed by your employer. If you’re self-employed, you contribute the full 7. 35 per cent through your quarterly social security payments. Cover is automatically provided for dependent family members, including spouses (if they don’t have their own cover) and children up to the age of 18. When you enrol in a Belgian health fund, there’s a six-month waiting period before you can claim benefits. This waiting period can be waived if you were previously included for at least six months in another person’s health cover (i. e. as a dependant) or, in many cases, if you were covered by a state health care plan (or the equivalent) in another EU country for at least six months before your arrival in Belgium. For most medical services, you must pay the bill and then submit the receipt for reimbursement. Reimbursements are usually less than the charges incurred, and most Belgians take out supplementary health insurance to cover the unreimbursed portion or to upgrade their cover from the statutory level. Many employers provide supplementary health insurance cover as an employment benefit, or you can purchase individual cover. Supplementary health insurance is also available to self-employed people through professional associations and private insurers. In typical Belgian fashion, the exact nature of what is and isn’t covered by the state system is rather complicated. Services rendered by most doctors and specialists, hospitalisation, prescriptions, pregnancy and childbirth, rehabilitation and other forms of therapy are normally covered, although the self-employed are covered only for ‘major risks’, which include mental illness, tuberculosis, cancer, hereditary diseases and birth defects, most types of surgery and childbirth. There are no fewer than 18 categories of medical procedure and service, each with its own reimbursement level, varying from 0 to 100 per cent (although the number of items qualifying for 100 per cent reimbursement is constantly diminishing because of funding problems). There are also certain ‘preferred’ categories of people who are entitled to a higher level of reimbursement for many items, including widows, orphans and those receiving certain forms of public aid (e. g. the blind). A standard doctor’s appointment, for example, is normally reimbursed at 75 per cent, whereas those in a preferred category may be reimbursed at 85 or 90 per cent, depending on their circumstances. It’s wise to keep copies of all receipts and any other documents you send to your health insurance fund in case anything is lost. Rather than sending each receipt separately, it’s often better to collect all receipts for a given illness or accident or all receipts during a three or six-month period before submitting them for reimbursement. If you have supplementary insurance, your health fund usually forwards information to your private insurer, and both insurers normally pay reimbursements directly into your bank account. If you’re hospitalised, you must usually pay a fixed daily accommodation fee, either in advance or when you’re discharged, but the hospital normally sends all other bills directly to your health insurance fund. In the case of prescriptions, if you take most of them to the same chemist, it’s usually possible to register with him so that he bills your health insurance fund directly. In this way you pay only the unreimbursed portion of the prescription fees, as well as saving yourself the headache of keeping track of your payments. Prescriptions are subject to a particularly complex scale of reimbursement percentages, according to the ‘social and medical usefulness’ of each medicine and whether it’s available ‘off the shelf’ or must be made up by a chemist. Certain types of medicines have maximum patient contribution levels, where 100 per cent of charges are reimbursed after a certain period. VII. Language a. The French spoken in Belgium is standard but with its own distinctive accent (at least according to the French! ) and a few specialised words, notably the use of septante and nonante for 70 and 90 instead of soixante-dix and quatre-vingt-dix.
